Cotton Candy’s debut, Fantastic & Spectacular, was an oddball compendium of four-second commercial riffs (“It can only be Jared!”) with a couple of actual, satisfying songs that teased. Top-Notch & First-Rate continues the adventure, this time for 37 tracks (including “Karaoke” bonus versions), and a half-dozen might be categorized as actual “songs.” Mark Robinson -— he of the singular Unrest and Air Miami -— and wife Evelyn Hurley comprise Cotton Candy, which may surprise those stumbling into the candy store.  This is a guy who can rock, and yet Cotton Candy is what the name implies: fluffy, cute, lightweight. It’s fair to say Robinson always had an affinity for things pop, so this whimsical brand of cultural examination by way of twinkling electro-pop and guitar jangle is, when you get down to it, right up his ally. However, it feels more art-project than indie-rock, and after the Unrest-flavored title track, the Orange-Juice-y “Imagine That!” and the meaty (in-comparison) “Hot Weiners (All the Way),” one hungers for more than appetizers and sweet treats.
